"Dialogue and Partnership of the BRICS Countries on Strengthening Solidarity and International Cooperation",
held within the First World Public Assembly

We, the participants in the Panel discussion, emphasize the need to expand the partnership of the BRICS community in the context of public discussion of the main areas declared by the countries related to climate regulation, global artificial intelligence management, and assistance in implementing sustainable solutions to pressing global problems.
The development and subsequent implementation of the BRICS 2030 Economic Partnership Strategy should be aimed at consolidating the guiding principles of BRICS cooperation on the multilateral trading system, the digital economy, international trade, financial cooperation and trade, as well as sustainable development. The BRICS countries, as key players in global food production, play a crucial role in increasing agricultural productivity and sustainability and in ensuring nutrition and global food security.
The Panel discussion considered the formats of broad cooperation to promote an open and supportive international economic system that contributes sustainable economic growth and development of all countries, allowing them to more effectively address the challenges of climate change. Special attention was paid to the development of infrastructure and technology projects of the BRICS+ countries, using the example of relations between China, India, and the countries of the African continent. Speakers from Russia, India, and Egypt have repeatedly stressed the need to coordinate efforts in the field of scientific research and technological innovation.
The most important tasks of the BRICS development were the tasks of reformatting global civilizational processes with the need to change the leading financial paradigm of development and efficiency assessment, based on capital movement activities, to the paradigm of social development and assessment of the effectiveness of human development and human potential enhancement processes, which should correspond to the movement of real financial resources. The participants noted the need for further discussion and scientific and practical implementation of mechanisms for assessing social development indicators and mechanisms for their support.
Speakers from India and Africa emphasized the involvement of young people in international activities in line with the BRICS+ objectives aimed at expanding positive long-term cooperation.
We welcome the considerable interest by countries of the Global South in BRICS and we endorse the Modalities of BRICS Partner Country Category. We are convinced that the extension of BRICS partnership with Emerging and Developing Countries will further strengthen the spirit of solidarity and genuine international cooperation for the common good.
We are deeply concerned about the negative impact of illegitimate unilateral coercive measures, including illegal sanctions, on the global economy, international trade and the achievement of the Sustainable Development Goals. Such measures undermine the UN Charter, the multilateral trading system, sustainable development, and environmental agreements. They also have a negative impact on economic growth, energy, health and food security, leading to worsening poverty and exacerbating environmental problems.
We also declare that the goals, principles and provisions of the United Nations Framework Convention on Climate Change (UNFCCC), its Kyoto Protocol and the Paris Agreement, including the principles of fair, common but differentiated responsibilities and respective opportunities, considering different national circumstances, must be respected. We condemn unilateral measures imposed under the pretext of combating climate change and protecting the environment and reaffirm our commitment to strengthen coordination on these issues.
It is necessary to develop technologies and organizational and administrative procedures for the restoration of soil, forest plantations, and marine biological resources in all countries of the World.
In the development of processes and mechanisms of social, industrial and territorial tasks, as a necessary measure, it was proposed to implement procedures for the creation of "NATIONAL and CULTURAL AUTONOMIES", possibly within the activities of the World Peoples Assembly’s, the BRICS International Development Organization. The activities of national cultural autonomies should be decisive in the formation of a system of interethnic, intercultural and transcontinental cooperation aimed at mutual development, interaction in the social and industrial spheres based on traditional cultural values, socio-industrial relations and the requirements of sustainable development of the BRICS countries and friendly countries.
The BRICS International Development Organization has all the necessary opportunities to become an interethnic, international PLATFORM uniting the society of the BRICS, BRICS+, SCO and other friendly countries with traditional values of the peoples of the World.
