The modern world is experiencing an era of profound transformations and systemic crises that call into question not only sustainable development but also the very possibility of preserving human civilization in its current form. Geopolitical instability, growing inequality, depletion of natural resources, rapid environmental degradation, and ethical dilemmas arising from the development of artificial intelligence technologies create a complex web of interconnected threats.

Not a single state or individual institution is capable of addressing these challenges alone. In this context, the need to consolidate the efforts of the global scientific and expert community to develop interdisciplinary approaches based on the principles of multipolarity, cultural sovereignty, and collective responsibility is objectively increasing. This meeting is intended to serve as a platform for in-depth, unbiased analysis of key risks and the development of concrete recommendations for transitioning to a new, more just, and sustainable model of global order.

RESOLUTION

Scientific and Expert Council of the World Peoples Assembly

"Global Challenges to the Preservation and Development of Humanity"

based on the outcomes of the meetings on September 20 - 21, 2025

The meeting was attended by experts and public figures from 20 countries, including Hungary, Guinea, Malaysia, Myanmar, Serbia, Tajikistan, India, China, Kyrgyzstan, Mongolia, Russia, France, South Africa.

The participants of the meeting share the common understanding of the participants of the First World Public Assembly that the modern world, in the year of the 80th anniversary of the founding of the United Nations, is experiencing an era of profound transformations and systemic crises that call into question not only sustainable development, but also the very possibility of preserving human civilization. Geopolitical instability leading the world to a global catastrophe, unilateral sanctions bypassing the UN institutions against dozens of states, thousands of companies and millions of people, the prevalence of thirst for power and profit over social responsibility and ideals of harmony, increasing imbalances and inequality, environmental degradation, ethical dilemmas generated by narrowly egoistic methods of manipulating consciousness and risks of expansion of artificial intelligence systems. They create a complex set of risks, dangers and threats for all mankind., so far, they are unevenly distributed across the planet. The erosion of international law and trust is rapidly increasing. There has been some progress in achieving the 17 UN Sustainable Development Goals, but chronic imbalances will persist. And no State, no single organization, no single individual or group is able to fend off these challenges alone. It is necessary to unite all sane people who have happiness and the right to happiness, having once appeared on our beautiful and rather fragile Planet. It is necessary to unite the efforts of the scientific and expert community around the world to realize, unbiased analysis, realistic assessment, scenario forecasting, development of approaches, recommendations and solutions for each of these challenges, bearing in mind the formation of a new, more equitable and sustainable model of the world order that takes into account the values and interests of the global majority, and not just following the reckless interests of a few.

On September 20 and 21, the Council discussed a wide range of issues on the agenda:
- Geopolitics and security in the new era (what new architectures of international security and multilateral dialogue are needed to prevent conflicts in the context of the formation of a multipolar world? How can we overcome the crisis of trust in international relations and restore the role of law in dispute settlement?);

- Ecology and sustainable development (what immediate and long-term measures are needed to ensure the food, water and energy security of the world's population? How can technological progress be combined with the need to preserve and restore natural ecosystems? Are models of "green" and socially responsible growth possible, taking into account civilizational values in a market economy?);

- Technologies and the future of humanity (ethical and social challenges of artificial intelligence systems, genomic editing, assisted reproductive technologies): Where are the red lines and where are they to be drawn? The digital divide and digital sovereignty: How can we prevent the formation of new technological inequalities between countries and civilizations?);

- Humanitarian dimension and values (how to preserve cultural and civilizational diversity? What universal values can form the basis of global solidarity in the 21st century? What is the role of traditional spiritual and religious institutions in this process?);

- Economy of the future (how to move from a model of unlimited consumerism to an economy of creation and preservation, an economy of life and resilience? What is the role of socially, ecologically and spiritually responsible business and new financial institutions in overcoming global challenges?
More than 30 speakers of the Scientific and Expert Council of the World Peoples Assembly discussed these issues on the agenda at the meetings. There were put forward and approved the initiatives that require the immediate deployment of international scientific and expert cooperation under the auspices of the World Peoples Assembly. A range of priority topics has been identified; it will guide and form the basis for the work of the Scientific Expert Council of the World Peoples Assembly to create a globally significant intellectual product in the name of strengthening mutual understanding, trust and cooperation. Among them are such intellectual initiatives as:

- formation of the philosophical doctrine of the "Spirit of the World Peoples Assembly", reflecting the goals, motives, meanings, principles, and prospects of its activities;

- development of a new body of documents on human rights and freedoms, human responsibility, and the civilizational role of humanity by the 80th anniversary of the adoption of the Declaration of Human Rights, preserving continuity with the most important UN normative act and considering new circumstances, opportunities, and risks of a socio-economic, scientific, technological, and humanitarian nature;

- development of scientifically based approaches to global governance models in the context of crisis transformation of the world order, partnership and competition of civilizational concepts (strategic humanitarian initiative, "system of strategic triangles");

- development of institutions, technologies and practices for the formation of stock markets of integration entities, including the formation of national and transnational stock bureaus for solidarity development resources;

- the deployment of a digital platform for scientific, technological, business and educational cooperation of the Assembly;

- formation of an international cooperation project in the field of research of fundamental values, mythology, cultural monuments, including through projects in creative industries (cinema, theater, literature, painting);

- development of institutions of public diplomacy in integration with other forms of diplomacy.
It was decided to prepare a report on all these issues for the Second World Public Assembly in 2026.
It was also decided to make the work of the Scientific Expert Council of the World Peoples Assembly permanent, to create a global network of Council cells, relying, among other things, on a regional network of such "thought laboratories" as international scientific organizations (International Research Institute of Management Problems, International Centre for Scientific and Technical Information, etc.), UNESCO chairs at universities, regional offices of the Club of Rome, the World Academy of Art and Science.
Of particular importance is the creation of the youth section of the Scientific Expert Council.
